Who we are
The model we use for governance and engagement was specifically designed to ensure inclusivity. The strength of the HIEC is in its members and partners.
Our Board
The HIEC Board, chaired by Chris Butler (Chief Executive, Leeds Partnership NHS Foundation Trust) is collectively responsible for the exercising of the powers and the performance of the HIEC. The HIEC Board comprises NHS Chief Executives, senior University colleagues, the Director of the South Yorkshire CLAHRC and the Chief Executive of Medipex (regional intellectual property hub). Our Executive
The HIEC Executive is collectively responsible for the effective, efficient and economical operation and management of the HIEC, on behalf of the Board. The Executive is also responsible, through the Managing Director, for ensuring that the Board has the information and support it requires to fulfil its duties effectively and efficiently.
The Executive is chaired by Dawn Lawson, Managing Director of the Yorkshire & the Humber HIEC and comprises the Directors and Deputy Directors of each of the YH HIEC themes (details can be found in the theme pages) and Sharon Roper the HIEC Business and Communications Manager.
Our Members
Our members include all 42 NHS organisations, universities and Local Authorities across Yorkshire and Humberside. Members are responsible for electing the HIEC board.

The Core Team
The HIEC core team is based in the Bradford Institute of Health Research, within the YH HIEC host organisation of Bradford Teaching Hospitals NHS Foundation Trust. The team bring together the work of the HIEC through:
- The establishment and implementation of robust governance for the HIEC work programme via the HIEC Executive and Board. This governance is also a key platform for the involvement of senior leaders in the NHS and HEIs across Yorkshire and Humber in our work.
- Pulling out the cross-cutting learning from across the three HIEC themes which can then be shared more widely and adapted to support the adoption and spread of other innovations.
- Supporting the YH HIEC themes to communicate and spread their work
- Communicating the work of the HIEC to key stakeholders and members through the HIEC web-site, regular e-bulletins, attendance at events, meetings and presentations with existing and emerging stakeholders
- Building and strengthening the HIEC networks to reflect the current and emerging architecture of the NHS.
Dawn Lawson, Managing Director of the Yorkshire & the Humber HIEC
Dawn is responsible for leading, directing and developing the HIEC, its activities and resources. Previously, Dawn led the rapid establishment, development and implementation of NIHR West Yorkshire CLRN. This included substantially increasing the number of patients recruited into clinical studies nationally, which was underpinned with additional funding awarded in year. Prior to this Dawn was a Research & Development Manager at Leeds Teaching Hospitals NHS Trust, and has worked within an academic and NHS research environment for over 10 years. With a PhD in health psychology and a Masters in Public Administration (MPA) Dawn has worked both as a post-doctoral researcher undertaking research in the NHS and as a NHS research manager managing and overseeing research within a large organisation. She has experience of establishing effective partnerships with a range of stakeholders and delivering complex strategic agendas in a multi-sector environment.
